The scheme is aimed at vacant (12 months) residential properties that require repair to bring them to minimum rented standards. The scheme provides a loan of up to €40,000 to the owner who in turn leases the property to the Council for a period of 10, 15 or 20 years. A rent is paid to the owner that is 80/ 85% of market rent and this rent is further reduced by loan offset over the period of the lease.
